Not sure what country OP is in, but here in Copenhagen, Denmark they have ticket inspectors boarding busses at seemingly random stops, validating everyone’s tickets, and then leave the bus again. Because you can enter the bus through any door now, so you can easily avoid purchasing a ticket.
Sometimes buses will have random checks, where a guy comes on and verifies everyone’s tickets. Unlike on a train, it doesn’t happen every time, or particularly often for that matter.
Are they talking about the driver or does their bus have someone punching tickets like a train?

In New York City you get inspectors boarding busses doing similar, at least when Select Bus Service routes were being rolled out
USA, so my familiarity with functional public transport is shakey at best.
