Fans cannot directly give money to players. That hasn't changed. What has changed is that the players may enter into contracts for businesses (who may or may not consist of fans) to get paid for the use of their name, image, and likeness, which means they can appear in advertisements and commercials, endorse products and at least share in profits made from jersey sales, etc. Most schools, if not all, have made arrangements with companies to assist players in this, almost to act as agent though I think the school pays the company.
Fans can’t give money directly to players but there are already lots of workarounds. Who cares what the rules say. The gray area is always where the magic happens and all this stuff is allowed. If I want to give Emoni $1,000 for a 10 second cameo, I can.

Fans, boosters, and sponsors can. It’s a difference in name only. Penny doesn’t have to pay the kid when he’s getting 7 figures of NIL deals.
