How to cut out a small section of my basement concrete floor to fill with hydraulic cement? home improvement

A concrete saw is basically a grinder on steroids. Depending on how thick the concrete is, you may be able to get away with using a standard grinder or circular saw with a masonry disc. Use water to minimize the dust, and definitely use a respirator and have eye protection.

I do have a Milwaukee M18 grinder and some cut-off discs…. Can I use this to score it? Then chisels to take off bigger a deeper chunks?

I do want to minimize messiness.

I would only use discs specifically labeled for concrete or masonry. If you decide to use different discs, please report back here to describe your results.. for science.

There are pretty cheap diamond blades for angle grinders and circular saws. They will easily cut a short cut like that. You can cut it with abrasive disks, but you will go through a lot of them and it will be much more difficult and more expensive. A cheap 4” diamond blade is like $10 at Home Depot

Yes! I use the cheap $1-2 blades found at flea markets. I've had a blade last almost a year and I beat it to death. As a practical matter $5-10 is more than fine. Don't get the ones intended for use with water. Not worth it for short cuts. Wear a mask and eye protection.

Dust will be everywhere.

Best bet is cordless or regular circular saw with masonry blade. Keep shop vac on it and maybe still tarp area nearby to contain dust

FACE SHIELD PLEASE! PLUS SAFETY GLASSES. Grinders on concrete is crazy levels dangerous. Effective at killing you and removing the floor.
