There was never a moral panic about kids being peer pressured into taking experimental drugs. There was a panic about kids experimenting with drugs. These are wholly different things. The issue was never that drugs weren't adequately tested yet, it's that street drugs are a risk because of their illegal status. There is danger in acquiring them and danger in using them, a lot of the time a result of what the state will do to you if they catch you.

Vaccines that have been through the testing protocols and approved by medical boards and agencies worldwide, made in a controlled environment in a medical laboratory and administered under supervision of a medical professional isn't 'taking experimental drugs'.

Not to mention if there was some sort of horrible plague going around, and the only way to stop it was to do cocaine? Cocaine use would skyrocket among people who decried it before, because overusing cocaine has horrible side effects, but they're still not as bad as dying.
