I live on a small lake. I watch the female mallard fleeing males trying to mate, and males attacking each other to get at the female. It was surprisingly violent

With the fountain in the back and no other information, I'm going to guess this duckling dumper knows there's a mama who will adopt any gaggle. I don't think any rehabber would randomly dump ducklings without a foster mom.
