I've noticed lots of townhomes with open carports in the rear with a garage door to the rear alley. Why wouldn't folks wall these in to keep the weather out?

I've noticed lots of townhomes with open carports in the rear with a garage door to the rear alley. Why wouldn't folks wall these in to keep the weather out?

We are having one built for the same reason. Want off street parking to charge an electric car, but don’t want to give up yard space. Now I’ll have covered space to entertain by just parking on the street when I have people over.
