I feel like people extrapolate slow response from OPD to property crime to literally all crime. The reality is, property crime isn't important and never has been. You have never got an instant response to you calling the cops and telling them your car was stolen, for example. However, if an individual is hurt in the process of the crime there is an increase in the seriousness of the crime committed and they'll respond as fast as possible.
