Dangerous, dirty and nerve racking. Most of your underground lines are in the inner cities. It’s pretty much like any other trade as far as requirements.

I'm in electrical safety and my boss has a story when he was in his 20s pulling someone out on fire and unconscious out of a manhole after a bad splice. Never let your guard down.

In the steam tunnels under the city the men walk holding broom sticks in front of them so that if the broom head disappears you found the leak. High Pressure steam will kill you as quickly as electricity.

Growing up in a small town it was the most common/ only high income job. Nurse/lineman couple was the cheat code in a small town.

It would cost to much. Figure you Would have to build vaults and install miles of duct lines. Then you have the weather proof insulated cable and sub surface transformers. Your talking millions of dollars.
