There are significant development that happen each month between 12 and 24 months. I have very different expectations of a 13 month to 21 month old. At 2 or 24 months it can go to year and months.
A 13 month old may only be able to sit, possibly crawl and say a couple of words.
A 21 month old could jump, climb, ride a bike, be toilet trained and have a basic conversation.
