looks like the harness is clipped to the partner. doubt you're gonna find a convenient anchor point that can take the mass of a small truck in the middle of an apartment on short notice.
It's a body weight anchor.. you basically hope you can use a ledge and your strength as the anchor point. Basically last ditch effort we both agree to go over type of method.
I might be reading too much into it, but it looks like, for just a second after the guy falls and the fireman in the window leans out to catch him, the 2nd guy kinda hangs his head like "Sorry man. You tried.", and then the first guy starts pulling the jumper up, and the 2nd guy jumps up like "Holy shit! You actually caught him!"
I’m wondering if this is something they practiced or if they just tried it. Incredibly brave if they just trusted they could hold it. I mean what if he was pulled out?

He had/has absolute trust in his partner to hold him that made the catch even possible. I miss that kind of comradery.
