It's not necessarily standardized everywhere, but firefighters generally have some form of training as to how to handle people in mental health crises.
This is speaking from the perspective of the US. I can't really speak for anywhere else based on experience, but it isn't a US only thing.
I actually never got a suicide call, but a pal did. I often worked more around car crashes, collapses and the like, all sorts of accidents to be honest. Fire isn’t the only disaster that happens and more often than not it’s not a fire that we deal with. Companies usually attend all sorts of stuff, since no one else really has the equipment or training to do so. In cases we also serve as first-responders.
My company was trained in other kinds of stuff, I never heard much about suicide cases. Probably where handled by the police or something, I have no idea, but I bet there where people with some trampolines and catch-sheets down there.
Firefighters get specialized training in many different regards. And yes, talking down suicidal people COULD be one of the specializations that a certain team at a fire department gets training in. However, that is not what we see in this video. What we see in this video is multiple rescuers being the backup option a floor - maybe two - below the suicidal person. Odds are high that A). Someone on the same level is talking to the person and B). These guys are there as a last resort. More of a, “Hey let’s place these guys here just in case but let’s really hope we don’t need them”.
It sounds like you may have a misunderstanding of what firefighters do. Fire departments generally have the title of “X Fire and Rescue”. Rescue being the key word. Firefighters train hard for many different aspects of the job including but not limited to fires, EMS, motor vehicle incident response and extrication, technical (rope) rescue, water rescue, confined space rescue, hazmat response, etc. To make it crystal clear : nowadays, a successful fire department prides themselves on ONE thing - having the training and resources necessary to serve the community at the highest level regardless of the call.
