The rotational forces play off of the elementary physics tenet of the conservation of angular momentum. When the energy source, here the electric motor, provides the torque to the medium the angular momentum and centrifugal force spreads out amongst the medium in such fashion as to make me wish I studied harder in physics so I wouldn’t have to make this shit up.

Haha I love this. The general principle behind this one is transfer of energy, here between the spinning wheels and the string. The friction between the wheels and the string is great enough to exceed the amount of force it takes to move the string, and so some of the forward motion of the wheels is transferred to the string, shooting it forward. It shoots out into the air until the force of gravity overcomes the forward momentum, causing it to fall, and then it starts to be pulled back towards the shooter because an opposite place on the loop just got shot out, sucking more string through the wheels. The combination of forwards, downwards, and backwards velocity creates the loop you see here.

That’s a great explanation and I’m genuinely glad to understand it more…But what do I need to do to roll into Home Depot after work and make 4 of these in one night?

Two small motors, some epoxy cement, a spool of electrical wiring, batteries, and some of those wheels, plus an axle to connect them to the motor. Also something to make the frame and some string. I'm probably forgetting something lol ;)

Good breakdown of the physics here.
