I think maybe he thinks he's so smart compared to everyone else that they just haven't been able to think of that yet? Like to me that's the only thing that could explain him thinking that. Or maybe senility.
People who don't know they're stupid often make simple logical connections and assume no one else has been able to do the same. Like a child when they realize that food turns to poop. Only in this case it was a single man turning an entire country into shit.

He probably thought this was the final epic moment of a real life movie. His suggestion is something no one had thought of before. All people had to do is go outside and let some sun into their mouth and he had solved everything. There would be parades on the streets
It’s like when I was a kid learning that we don’t know why the dinosaurs died. Then I learned about the ice age. And I was like “you idiot scientists, clearly it got too cold for them because they’re cold blooded!”
Turns out, I did not outsmart the scientific community.
It’s so difficult to determine which actions or part of his actions are calculated and which actions or part are pure stupidity. Like how he can work a crowd of idiots or yes men but then there’s stuff like this
You really need to think everybody but you is a real idiot to think the cure to all this was just in their face the entire time but they never put it together. Like nevermind thinking this would work, the especially dumb part is thinking it would work but nobody but you ever thought of it.
To be fair, he just looked at the pictures and formed his theory. There’s the picture of the sun for his ultraviolet light theory and the spray bottle of bleach to disinfect the body with.
I had so many classmates like this in college. The professor would throw up some random example of a real world problem that was currently unsolved and THAT kid would invariably come in and say something astronomically stupid thinking he just figured out how to some world hunger out some shit like that.
