They are already suing Saudi Arabia and have been for 5 years. The legal barrier which prohibited lawsuits against foreign nations was removed 5 years ago under Obama.

EVERYONE in Congress overrode the veto. It was almost unanimous. Chuck Schumer is on record at the time as strongly supporting that bill.

The Senate vote was 97:1 & House was 348:77

House record

The no vote was somewhat bi-partisan, 59 democrats voted no, 18 others joined them. 5 did not vote at all including 2 republicans, and one democrat voted present.

Total congressional vote was pretty far from unanimous at about 78%.

Senate record

Tim Kaine and Bernie did not vote. Harry Reid voted no. Total senate vote was not quite unanimous but close at 99%.
