I agree its mostly symbolic, but there are mechanisms to retrieve assets if there is no settlement offer. The saudis have hundreds of billions of dollars in assets (cash, real estate, etcc) in the US and those can be seized in the event of a court order. However, i doubt that will ever happen due to the geopolitical ramifications and the importance of the Saudi alliance.
