It's to seem casual and non-threatening, as if they are just about for a stroll. Also if they walk right up to you like this then they are probably holding the weapon that they are going to rob you with behind their back

It's a Cape Town thing. I don't know why. But it is like that. If you see someone walking like that, make sure they're not waking towards you.
