Genuinely confused how this works... Does yours average Twitter user have the power to call a swat team? Don't they need a warrant or something?

I'm more intrigued about the callers not being tracked down by the police. If these guys can find the exact coordinates of a twitter user you'd expect the police to be able to do the same.
