Sounds like air to me. I am no expert on ACs but it sounds like there might be some negative pressure or something. After some research online it looks as if installing a u trap can help this. Just be careful as sometimes these lines can suck up bad gases that have sulfur and carbon monoxide in them. I would start by shining a flashlight down the top of that off shoot and make sure you can see gravity forcing the water down the drainage tube.
