It goes back to the systems in place. They don't have the infrastructure to just start training and shipping people out, especially post asteroids. It was also noted that the UN wanted to take the slow and steady approach, to investigate each system before sending settlers. The UN and Mars had blockades watching the ring to prevent squatters, with eventually led to Illus.

I think the problem with earth is the number of people living on planet. There are so many people that everything government run has an extensive wait list. People wait years to get into programs, schools, etc. so while there is a vast pool of potential engineers, the demand is too high and the systems are flooded with applicants. They simply do not have the resources or systems in place to accommodate so many people at once.

If the contract says the movie will be released theatrically exclusively, and ScarJo is to get X% of gross theatrical sales, and then Disney releases the movie theatrically and via streaming, it was not released theatrically exclusively and is a breach of contract.
ScarJo's argument is that because of the breach, her "X% of gross ticket sales" was reduced by millions of people streaming it instead (wherein that $30 per rental fee is not counted in those gross ticket sales). Therefore, the argument is that Disney breached the contract, which caused ScarJo's income to be reduced.
Had Disney renegotiated the contract like ScarJo is saying she tried to do, to remove the exclusive requirement and to add a take of the streaming rentals/streams, this case wouldn't have been filed.
