This is a problem with the executive branch, not directly military leadership. Much like Trump's nix'ing of the Iran deal, each president must build on the work of the previous president. Trump's State Department negotiated with the Taliban to release leadership to ensure a smooth transition as part of the withdraw in Afghanistan. The State/Defense Departments made plans for this process and Biden accused them obstructing the transition, which isn't inconceivable considering the rhetoric and actions of Trump during the presidential lame duck period. As Commander-in-Chief of the US military this certainly falls on Biden's shoulders, but this withdraw was organized before Biden took office. Ignoring the obvious stupidity of negotiating with terrorists, while expecting them to uphold their end of the bargain. It should be fairly obvious that this outcome would be expected regardless of the president. When you give terrorists a date with regards to withdrawal, you're providing them with a timeline to plan their attacks. Once US military forces are removed from Afghanistan, the country won't evolve into a Middle Eastern utopia, because this issue isn't a US problem. You should expect more attacks as we approach the deadline for troop withdraw.

That's Trump his entire life, Trump expects to charm everyone and skate through conversations with zero situational awareness. Trump's interview after his first 100 days is a great example of this. John Dickerson relays a metaphor from W, that "the reason the Oval Office is round, is that there are no corners to hide in." Trump gets completely lost in the intellectual powerhouse that was George W Bush and immediately begins to describe the physical features of the room. Dickerson explains to Trump that we intention was everything comes back to the president and Trump shrugs everything off. It's only comparable to if you'd stripped every redeemable quality from Michael Scott.

Not to mention there isn't much oversight into what goes on in China. It's not like Fauci is sitting in Wuhan lab watching this shit like a hawk to make sure an isolated coronavirus isn't running through countless iterations in humanized mice.
This brings up an excellent point. The Trump administration brought the number of CDC observers in China from 47 to 14. The Trump administration had eliminated the position of a U.S. trainer of Chinese field epidemiologists, who were deployed to the epicenter of outbreaks to help track, investigate and contain diseases. This seems very short sighted considering the CCP's relationship with censorship. We would be much more confident with determining the real origin of the pandemic if we have US epidemiologists observing the Wuhan lab and tracking the spread of COVID through China.

Obama paused funding worldwide and implemented oversight into every instance of GoF research funded by the US, per the pdf in the link I included that you obviously didn't read:
Section 8: Future Commitments
8.1. Integration with Policies on Life Sciences Dual Use Research of Concern. At such time as the United States Government next considers revision of the March 2012 United States Government Policy for Oversight of Life Sciences Dual Use Research of Concern and the September 2014 United States Government Policy for the Institutional Oversight of Life Sciences Dual Use Research of Concern, it should consider this recommended P3CO policy guidance in its revisions of the DURC policies. Such a course of action would implement Recommendation 4 of the NSABB Recommendations, which states that “In general, oversight mechanisms for [work with enhanced potential pandemic pathogens] should be incorporated into existing policy frameworks when possible.” It is also consistent with, although not sufficient to fully implement, Recommendation 5, which states that “the U.S. government should consider ways to ensure that all [work with enhanced potential pandemic pathogens] conducted within the U.S. or by U.S. companies be subject to oversight, regardless of funding source.”
8.2. Extending P3CO beyond Federal Funding. Strange that Trump couldn't even track the changes his NIH made under his direction? Why do you think Trump was so ineffective that he couldn't even enact policy changes to his own executive branch and somehow Obama managed the executive branch Trump's entire tenure. Yep the Donald Trump directed NIH funded GoF research, despite his predecessor pausing that research. Donald Trump could've prevented our hard earned American tax dollars from funding this, but instead the Trump White House did nothing to prevent it. You don't have to like it but it's a fact.

Fauci couldn't order that funding, no matter how badly he wanted the research funded. The only person who could authorize GoF research funding after 1/20/17 was Donald Trump. The executive branch is the only way for NIH to get funding, so you're on the right path. You're so close
