I mean...a bunch of cities in Europe still have trams, those usually run on the ground. The Swiss (and a few others) just don't take the definition of "Tram" too seriously. Like the Molli in northern Germany, which is a passenger-steamtrain. Close enough, I guess.
I forgot which one it was, but there's a train-factory in Germany that has no rail-link (the conventional way), so EVERYTHING they build leaves the factory by being towed on (essentially) tram-tracks before turning off the road.

They deliver grain to a mill. When they started the mill was on the edge of town. Now it's in the center of a new business-district.

You might like this then. The SBB delivers 1000 tons of grain to a mill in downtown Zürich every day. By making a freight train pretend it's a tram.

The model has been made for a long time under various numbers, in two main versions. One with a narrow coal-storage (like yours) and one that widens up towards the top. The latter appears to be more common. Maybe contact these guys, their german website told me that they have a bunch of spares for various versions, including yours.
As a compromise, maybe you can also find larger pieces of "scenery coal", and cut one down to fit.

Das muss eine der jüngsten und kleinsten Eisenbahnfirmen Deutschlands sein.2017 gegründet, besitzen 7 Fahrzeuge.
Diese 216 ist entweder geborgt oder vermietet. Und mal eben 53 Jahre alt. Wusste gar nicht das die noch fahren. Es könnte sich um die OnRail DH1504 handeln, eine Serie aufgearbeiteter 216 die nur das Getriebe, die Drehgestelle und die Lokhülle mit der Spenderlok gemein haben.
