When they were initially relaxing the rules (masks optional inside, larger social gatherings, indoor high intensity activities, restaurants reopening for indoor dinning, provincial travel, Canada-wide travel, etc.)
I suspect if they had been a little more conservative with their reopening (reopened indoor dinning, indoor high intensity activities, larger social gatherings, small private shops [ie. Cafe's, sandwich shops, bakeries, less than, I dunno 20 people in the shop at any given time, etc. ] - masks optional) with things like large public cross contamination areas having masks still mandatory (public transit, malls, walmart, best buy, places with more than, I dunno more than 50 people inside at any give point - masks still mandatory).
I suspect people would've been understanding of that and perhaps we wouldn't be in the current situation with cases rising like they are and people would probably feel we are making slow, consistent progress.
- I'm just giving general examples to give the idea. I'm not saying they are definitively perfect

They could've scaled back the initial mask mandate rather then cancelled it all together.
Ie. Instead of saying "masks are now optional, but still encouraged". They could've said "masks are still mandatory on public transit and in malls, but in that little mom and pop restaurant with seating for 10, masks are optional"

This question is waaay broader than you may think.
1) Cost of labour. - Cost of labour is way less in (most) Islamic countries. How much does a shirt or bus ticket cost over there? How much do the same things cost here?
2) Delegation of work - In my experience many Islamic groups have people from within their mosque/group that do a period of "community service" in aiding of the funeral process. This removes a huge cost of labour in Islamic countries.
3) Laws - because of point 2), many Islamic countries developed their laws with the understanding that their local mosque/community would "take care of their own" as it were. In western countries we had the days of the "wild west" where people were expanding into new lands without our own groups to care for us. It was effectively everyone for their own. This resulted in strong laws being created (and continually being created). This had a direct effect of funeral homes becoming businesses where money was exchanged for specific services with. Over time these roles became more defined and specialized. With any industry, more specialized skills =more cost.
4) Ego - Islamic funerals have a strong emphasis on minimalism and returning to the earth. The west which has people from different religions or non-religions has a greater amount of personal choice in things like caskets and cemetery property. Some people want property with "a nice view" or something. This leads to supply and demand = cost. Some people want a white casket, some people want a red oak casket, more variety = more cost to the manufacturer= more cost to the customer. Islamic funerals tend to be the same basic options everytime for every person, less variety=less cost.
There is plenty more, but I think this probably gives a quick, general answer.

Give her a "promotion" to a role that deals less with coworkers and clients and more with paperwork and things that can be measured without emotions.
If she does well, great. If she crashes, then you can get rid of a drama queen with valid reason

Social distancing is a good deterrent to getting covid along with masks and washing your hands.
A restaurant at limited capacity is a form of social distancing.
I don't know why you would ask a random stranger to provide information though. Seems kinda dumb.
It would be much better for you too search yourself for a peer reviewed study from a reputable source.
But you don't seem interested in doing that as you can instead talk to random, unknown strangers on the internet with unknown credentials for your information. Again, seems kinda dumb.

There is a direct correlation between commuting in a car and obesity rates.
I'd rather live a good quality of life with my health intact than commute for a bit of extra square footage of my home
