It's a long book but check out King Leopold's Ghost for the whole story but basically there was a 1:1 trade value of human hands that needed to be traded for bullets under the Belgian rubber company. If you shot one bullet, the company officials expected to see one human hand back as payment for the bullet. The idea was that company thugs would shoot workers who moved too slow or whatever. In practice a lot of the company men would just cut off random villagers hands so they could shoot their guns whenever they wanted.
