As we understand it, there would be no 'stopping' the conversion to true vacuum once started, it would head out at light speed from the origin and just erase/reconfigure everything in its path. It's a suicide pact technology, you'd wipe yourselves out along with the rest of the (local) universe.

A species with the mentality able to do that almost certainly would've nuked themselves out of existence earlier in their civilisation's development.

Yes, it would be incredibly hard if not impossible with todays technology to make a self sufficient colony anywhere beyond Earth.

Not related to the fact that resupply is impractical for sustaining a colony.
