Strict cap on rent has lead to massive queues for apartments, and some people make profit by legally or illegally renting their apartments forward with higher rent. Construction companies are not interested in building because it is not profitable. There is no way the city or state could build enough houses to fill the demand, social housing is currently about 20% of the apartments for rent.
