Beidou's ult causes normal attacks to unleash a chain lightning attack. People are pissed because this interaction doesn't work with Baal's sword attacks. They're ESPECIALLY pissed because this interaction worked properly in the beta, but got nerfed prior to release, so people spent real money on her thinking she'd be OP with Beidou only to get dicksmacked by Mihoyo
