I had some areas similar to this(in NJ). I’m guessing my issue was a mix of heat stress and fungus from the heat and humidity. Following to see what others think.

I suppose that depends on your lawn and the equipment you have. For me, the easiest way is to blow it into piles and then rake the piles into bins. I also went back over it with my mower with the bag attached.

That’s almost exactly what I did last year. This year was just one pass with the tines.

Just depends on how aggressive you want to be. The scarifier blades can dig deeper and the dethatching tines are more like a strong rake.

I used the leaf blower and rake to pick it all up then ran back over with my mower and bag to pick up anything left over
