Played a bunch of Virginia servers past few days and have seen very minimal bots. Way more actual cheaters. Yesterday I was kicked from 3 servers in a row from calling out cheaters. And no I wasn't being salty at good players I just had bad luck running into known cheaters.

Chicago Uncletopia has been good for me I don't really get the 2 problems you mention. Sure there are good players but certainly no Plat snipers or invite level players. I've seen habib and sinkarma on pubs plenty of times but never on uncletopia.

Also I get stuff other than payload. Mostly just koth and a couple cp maps but that's all I wanna play anyway so I love it.
