They mean it. I have the pinebook pro too and it required a lot of troubleshooting. Powering on, suspending, and sound were all issues right out the box. Still, these issues were fairly easy to solve and I love my pinebook to bits. Can't say the same about the phone. I'd still get it, but don't expect it to be your daily driver.
