There's been a Samsung Health update so maybe corrected as of now.

We all know this, the thing is lately a lot of us got that notification but the animation froze and nothing could be done except to clear it. All we got is a greyed out frozen character just like OP posted..

Thank you for guiding me but "speech rate" is greyed out and I cannot increase nor decrease it. Using Google speech

Edit: Resolved, since I could not toggle speech rate on "General" page I searched speech rate on same page. I had then the possibility to decrease it there, kind of counter intuitive but worked. Thanks
