I had a similar problem where most downloads got stuck with the "queued for download" status. Didn't matter what I did just couldn't get it to work (although would work on my cellular connection). Turns out for me it was my ad blocker (running on my router). For my specific podcast (Freakonomics) I had to whitelist the following domains to get it to work:

omny-east.mc.tritondigital.com

16573.mc.tritondigital.com

Just leaving this here in case someone searches for this problem and I can remind them that their ad blocker may be preventing the downloads, so may have to disable it or whitelist domains it needs to connect to while downloading podcasts.
