it's the other way around. The branch of CN7 to the frontalis has bicortical innervation, so if you have a stroke you can still scrunch your forehead since you can get signals from the other side. But cranial nerve level pathology (Bell's palsy) means you're not getting any input into the facial muscles at all, so therefore you can't scrunch your forehead.

It could be due to hypertension causing retinal damage, or diabetes or any number of things. You need to see a vet.
