The freedman's bureau (edit: freedman's bank to be precise) is singlehandedly responsible for keeping black Americans in poverty for generations. Couldn't save money (i.e. no interest on savings, can't buy bonds/CDs, etc) which meant they could enforce segregation between blacks and whites by making the only places they could afford near other blacks. I wouldn't call it a redemption arc. Sounds like a sore loser who couldn't handle his side losing so he switched sides and kept trying to push his racist bullshit in a more socially acceptable fashion.
