Short answer: electricity likes to take the easiest path. Metal is really good at conducting electricity, the human body somewhat less so. If the electricity has a choice of paths to the ground between skin and metal, it will take the metal. I don’t think there’s danger of being shocked with this, but depending on how much energy is being piped into this the metal could heat up and burn you

Gotcha. I’m pretty sure warheads are produced at Y-12 still, and it’s the weapon systems that get assembled in TX (putting the nuke into a bomb). They definitely don’t have uranium enrichment facilities in TX, but they do have Dyess AFB in Abilene which I believe still stockpiles nukes for its B1 bombers. No missiles or subs with nukes based there anymore though. Honestly the US nuclear program is so distributed it hard to imagine any state having the capability of building anything more than the most rudimentary bomb and delivery system on their own

Third world I think almost all live. First world I think the vast majority live. 80%+. Even if all food production stopped, the food that is stockpiled in stores and logistics centers is enough to keep 1/8 of the population going for quite a while. Less than 1% of Americans are farmers (presumably roughly equivalent in other first world countries). I don’t see how we would struggle to feed everyone. Some countries, like the US, with already fairly distributed populations might try to centralize. I could see effort being focused on just keeping half the countries grid and utilities up and telling everyone else to get there. I think within 2 years the population is rising instead of falling.
