I still believe they will open up the software a bit, and are just lagging behind given it’ll be a massive overhaul, and potentially a third OS (in terms of feature sets) altogether.

macOS, iPadOS, and iOS will be clearly distinguishable in how “open” they are. For reference, today iOS and iPadOS are practically the same, save for some large screen related tweaks here and there.
