What I have learned is that a lot of the jobs postings are prioritized for internal candidates first and than outside ones. However due to some rules they have to follow they have to advertise the vacant job posting to the public. So a lot of the jobs that get posted might actually be filled. It's a wired union and government rule interaction thing.
