Sure. Once someone is getting unacceptably physical though, I think most single non-life threatening or severely harmful action is response is fair. Especially if it's a complete stranger. If she ended up breaking bones or something, then there should be repercussions for their mother.

Defending someone, especially a toddler, is definitely in the right. Was the mom wrong for not stopping the toddler from doing something? Possibly, but we don't have full context of what the toddler was even doing. Is the other woman wrong for putting her hands on someone else's child? 100% if this is not a society where that is acceptable lol. The mother had every right to defend her child.
