data is a collective noun
collective nouns are like “team” or “group”, they’re happy to be “a team” or “one group”
data doesn’t work like that, people say “a data point”, or “one piece/item of data”. (because datum is almost a dead word)
it’s more accurate to say data is a mass noun, a. k.a. an uncountable noun, like air, sand, rice.
This also works with tomato and tomato.

To see why this is, replace the word “Data” with the word “cows” in a sentence:
“I need to transfer this cows.”

now change the word “cows” in your example to “water”.

It’s not. Herd is a singular noun, and data is plural.
Actually, data can be singular or plural based on context. I realize English is one bitch of a language.
