I think it’s fine to classify certain things as high art if you don’t let that devalue works that don’t fit the category. I see video games as a medium rather than art and it’s perfectly possible to produce high art from it.
There’s definitely games that I consider good art, that really stick with you and change your outlook on things, but there’s also a bunch that are just fun
I definitely view video games as better than reading a book. You’re engaging many more parts of your brain and actively participating in the story telling, rather than passively just reading.
With many games, you need to figure out how to solve the puzzle, progress the plot, etc. With multiplayer games, you need to be able to work together and cooperate with others while doing this. I love playing my MMORPG because the story is really amazing, while the interactions with people is organic and unique, and the learning of combat and higher tier stuff is much more mentally engaging than just watching cutscenes or going from point A to B.
Sure, there’s imagination and whatnot, but there’s nothing you can do to change the story or explore the world or solve the problem for the story to continue while reading.
I imagine there’s a lot of people out there who view playing video games as productive as reading a book.
I’m definitely in that mindset and feel the same little sense of accomplishment when finishing either.
I’ve always very strongly held the opinion that video games are art. They should be just as valued as consuming other “high” arts like theater.

I don’t feel that way about aaa games, they are much more mindless than reading IMO. Reading is like 100% use of imagination too.
Unless you have that blind minds eye thing in which case … idk for me it’s about equal engagement

If someone reads passively they aren’t a very good reader

Single player games yes, very much. Good single player games even more…
Especially something like Black Flag. People have fun and learn a lot about history from those games.
